The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, is demanding the establishment of a working group at the Ministry of Defense level, involving the Ombudsman’s Office and parliamentarians, to reform the current mobilization system.
He made this statement during his annual report on the state of observance and protection of human rights and freedoms in Ukraine in 2025, at a plenary session of the Verkhovna Rada on May 13, as reported by a Suspilne correspondent.
Among other things, Lubinets emphasized that he has a specific “recipe” for changing the situation regarding mobilization measures in Ukraine, suggesting that Ukrainians “should feel protected in the premises of the TCC and SP, not the other way around.”
“All instructions received by the relevant structures for a cardinal change in the issue of conducting mobilization have failed. And unlike many who publicly comment that we cannot change this system in conditions of full-scale aggression, I categorically disagree. […] I demand that a working group be urgently created at the Ministry of Defense level, which will include the Commissioner himself along with parliamentary representatives,” the official stated.
The Ombudsman noted that he has received over 6,000 appeals regarding human rights violations during mobilization.
“Unfortunately, we continue the disgraceful practice of using balaclavas, applying unlawful force, and beatings. It has even come to the point where civilians are being killed in the premises of the TCC and SP,” he said.
After hearing the Ombudsman, the people’s deputies voted by 314 votes in favor of resolution No. 15129 on his annual report.
