Ambassadors of EU member states on July 15 once again discussed the 21st package of sanctions at a meeting, but did not reach an agreement. They managed to reach an agreement on it. They decided to maintain the upper limit of the oil price at the current level until July 23.

On July 23, ambassadors of EU member states will continue to work on unresolved issues within this package, in particular regarding the economic and technical implications of the relevant proposals.
Currently, the EU has a “price cap” on Russian oil: the average price over the past 6 months minus 15%, and it is updated every six months. Currently, this is $44 per barrel. An update was scheduled for July 15, but due to the war in Iran, global oil prices have risen, and ambassadors decided to freeze it.
On July 14, ambassadors of EU countries failed to adopt the 21st package of sanctions against Russia.
“Another meeting of EU ambassadors took place this evening, at which the presidency presented compromise proposals on unresolved issues in the 21st package of sanctions. Tomorrow morning they will meet again with the aim of reaching an agreement on this package,” a source for Suspilne reported.
On July 13, the Minister of Foreign Affairs of Bulgaria, Velislava Petrova-Chamo, stated that she was ready to support the 21st package against the Russian Federation, as the names of the Patriarch of the Russian Orthodox Church Kirill and the founder of the Russian company “Lukoil” Vagit Alekperov were removed from it.
At the same time, she noted that two countries have reservations regarding the sanctions package: Greece in the energy sector, and Austria in the financial sector.
