Russia is expanding a network of classified facilities where research on dangerous biological agents may be conducted for military purposes.

Russia has established a secret military complex of biolaboratories on Lisiy Island in the middle of the Vyshnevolotsk Reservoir in the Tver region, where experiments with dangerous viruses and other pathogens may be carried out under the guise of veterinary and physiological research.
This was reported by the Main Intelligence Directorate of the Ministry of Defense of Ukraine.
According to Ukrainian intelligence, the official name of the facility is the “Center for Experimental Physiology.”
The complex is located on Lisiy Island, in the middle of the Vyshnevolotsk Reservoir, and has the status of a secret military facility.
Biolabs in the Middle of a Reservoir
As claimed by the Main Intelligence Directorate (GUR), the complex’s activities are formally masked as veterinary and physiological research, but in reality, the Russian side “experiments with dangerous viruses and other pathogens in the interests of the armed forces” there.
Intelligence notes that since 2023, the waters around the island have been closed for fishing, swimming, and boating. The territory has been declared a “specially protected area of regional significance.”
According to the GUR, the location of the complex is of particular concern. The Vyshnevolotsk Reservoir supplies fresh water to a number of settlements, including the city of Vyshny Volochyok. Furthermore, the Tvertsa River, which flows into the Volga, originates from the reservoir.
Intelligence warns that the release of dangerous pathogens or chemical substances from the laboratory complex into the water body could have large-scale consequences.
“If dangerous pathogens or chemicals from the biolabs enter the reservoir, the consequences of outbreaks of epidemics and infections could be catastrophic not only for the region’s population but for all of Russia,” the GUR stated.
Complex Created by Putin’s Order
According to Ukrainian intelligence, the complex’s project was implemented by order of Russian dictator Vladimir Putin as a particularly important facility intended to “ensure the defense capability and security of Russia.”
Formally, the complex was included in the structure of the Federal Medical-Biological Agency of Russia. At the same time, the facility itself, according to the GUR, is under enhanced security.
It is covered from the air by anti-aircraft missile system crews. According to Ukrainian intelligence, the Kremlin has designated the Minister of Defense of Russia, Andrei Belousov, as responsible for the security regime around the complex.
The GUR also reports that military personnel involved in guarding the facility express concerns in private conversations about possible infection with an unknown “scum.”
Are the Labs Linked to Disease Outbreaks?
Separately, Ukrainian intelligence draws attention to the outbreak of foot-and-mouth disease in cattle, which occurred in the spring of 2026 in Russia. The GUR claims that the Russian authorities tried to hide this information from the public and the international community.
Intelligence does not rule out that this and other similar cases may be related to failed experiments with viruses, bacteria, and other pathogens.
“It is not excluded that this and other similar cases could be the result of failed Russian experiments with viruses, bacteria, and other pathogens,” the GUR stated.
The agency recalled that it had previously reported on the creation of conditions by the Russian occupying forces for the possible spread of anthrax in the temporarily occupied territories of Ukraine.
Recall that the GUR previously commented on rumors that Russia is preparing a new offensive on the Kyiv and Chernihiv regions. Intelligence stated that theoretically, the Russian army could launch offensive actions from the north this year, but there are currently no signs indicating preparations.
