The Ministry of Defense clarified who among the military personnel will receive an additional payment of 10,000 hryvnias, in which cases it will not be accrued, and how payments will change during treatment and leave.
Military payments
Service members who are in the rear and not performing combat missions will receive an additional payment of 10,000 hryvnias, so that their total monthly financial security amounts to at least 30,000 hryvnias.
This was announced by the Ministry of Defense of Ukraine, clarifying the rules for accruing additional remuneration.
At the same time, service members performing combat or special tasks will not receive the additional payment of 10,000 hryvnias. They will continue to receive higher additional remuneration – 30,000, 50,000, or 100,000 hryvnias.
During leave, a service member is only paid their base financial security. An additional payment of 10,000 hryvnias for leave days is not provided.
During treatment for an illness or injury not related to the defense of the Fatherland, a service member will receive their base financial security plus an additional 10,000 hryvnias.
If the injury is related to the defense of the Fatherland, the service member will also be accrued an additional remuneration of 100,000 hryvnias per month.

The Ministry of Defense has introduced basic contracts for a period of 24 months for rear specialists, including cooks, drivers, and accountants. After completing their service, service members are guaranteed a six-month deferment.
Additional rest days are also provided for performing combat missions and for considering years of service acquired before 2022. The new system is intended to make service conditions fairer for different categories of military personnel.
In addition, the president signed amendments to the state budget for 2026, which provide for an increase in defense expenditures by 1.56 trillion hryvnias thanks to international assistance from the European Union and the updated Ukraine Facility program.
Total state revenues are expected to be almost 5.2 trillion hryvnias. Part of the additional funds is planned to be directed towards increasing military salaries, including through an increase in income tax revenues.
