The Ministry of Defense acknowledged the necessity of reforming the mobilization system; however, the implementation of these changes has virtually stalled.

The reform of territorial recruitment and social support centers has not progressed “even half a step” during Mykhailo Fedorov’s tenure as Minister of Defense.
This was stated by military ombudswoman Olha Reshetilova in a commentary to “Radio Svoboda.”
According to her, there was a mutual understanding between the Office of the Military Ombudsman and the leadership of the Ministry of Defense regarding the need to reform the mobilization system, but the implementation of changes has practically not moved forward.
“We went to meetings about this reform as if it were our job. And each time we heard the same thing, we did not see progress in implementing this reform. In fact, and this is not a jab in any way, I fully understand the complexity, but yes, it is a fact, in half a year we have not moved forward in the mobilization reform even half a step. This is a fact,” said Reshetilova.
She noted that her team had repeatedly submitted proposals for the reform of TCCs, but, according to her, no practical steps were observed during this period.
“We have not seen any effective actions, apart from declarative statements,” emphasized the ombudswoman.
Reshetilova also drew attention to the problems with the functioning of the “Oberih” system. According to her assessment, the registry contains duplicate entries, and approximately 20% of the data pertains to individuals already serving in the military.
The military ombudswoman added that a comprehensive reform of the mobilization system requires not only new concepts but also legislative changes and effective interaction between the Ministry of Defense and the Verkhovna Rada. At the same time, she expressed hope that the new team of the Ministry of Defense would transition from discussion to the practical implementation of necessary changes.
Recall, former Minister of Defense Mykhailo Fedorov, after six months of silence, publicly spoke out about mobilization in Ukraine. He stated that the current approach requires radical changes, and Ukrainians should receive transparent rules, clear contracts, and humane treatment instead of coercion.
