Volodymyr Zelensky has ordered an audit of access to healthcare and school buses in all regions.

Transport and social services will be reviewed across all Ukrainian regions. The primary objective is to ensure that residents, even in the most remote villages, have access to medical care and school transportation.
This was announced by the President of Ukraine, Volodymyr Zelensky, during a meeting with representatives of mountain communities.
Zelensky instructed the government to thoroughly assess the capabilities of state, regional, and local budgets and to conduct a comprehensive logistical review throughout the country. According to him, guaranteeing access for every individual is a fundamental state responsibility.
The President emphasized that the review must be practical and focused on people’s actual needs, not merely formal. He urged prioritization of two key areas: unimpeded ambulance access and safe transportation for children to schools.
The core goal of this assessment is to verify that genuine access is available to every Ukrainian. If budget funds are temporarily insufficient for major repairs on a specific road, Volodymyr Zelensky called for the exploration of alternative and swift solutions to assist people.
“Even where you don’t have money for a particular road, but a road exists, then deploy an all-wheel-drive ambulance there, and it must be functional,” Zelensky remarked.
In response to the president’s directive, Prime Minister Denys Shmyhal stated that the government will work on this task and prepare a detailed action plan. A report on the audit’s findings and a concept for programmatic solutions will be presented during the “Carpathian Integration Initiative” summit.
Recall that Volodymyr Zelensky previously stated that the country needs only 5% of America’s interceptor missile reserves to survive the winter.
