Instances of such requests predominantly concern applicants who were unable to substantiate the legality of their departure from Ukraine.

The Ministry of Foreign Affairs of Ukraine has clarified situations where, in some EU countries, Ukrainian citizens, particularly women, were asked to provide information from the “Резерв+” application during the process of obtaining temporary protection.
The press service of the Ministry of Foreign Affairs communicated this in a statement to the publication “RBC-Ukraine.”
The Ministry attributes these occurrences to the European Union’s introduction of new regulations for obtaining temporary protection, in accordance with Council Decision 2026/1912 dated July 30, 2026.
Currently, the EU has not provided member states with centralized guidance on the practical implementation of these new rules. Consequently, individual national authorities may be adhering to their own internal directives.
The Ministry emphasized that the reported instances are not widespread. They primarily involve applicants who could not prove the lawfulness of their departure from Ukraine, for example, by lacking the appropriate stamp from the State Border Guard Service in their passports indicating border crossing.
“If the legality of departure is confirmed, there should be no necessity to present information from ‘Резерв+’,” the MFA stated.
However, due to the absence of a uniform approach in certain countries, such demands may currently arise. The MFA stressed that this situation is temporary, pending the provision of unified clarifications by the European Union to its member states.
The Ukrainian side anticipates the quickest possible standardization of the application of the new rules by the EU, taking into account Ukraine’s appeals.
As a reminder, information has been circulating on social media in recent days about alleged widespread rejections of temporary protection status for Ukrainians in EU countries. Specifically, Ukrainian refugees have reported being asked to show military registration documents from the “Резерв+” application when applying for status in some EU nations. It is noted that “Резерв+” was requested even from women in these cases.
The Center for Countering Disinformation reported that the information about Ukrainian women aged 18 allegedly being obligated to present the “Резерв+” application to receive temporary protection in EU countries is a manipulation. The requirement applies only to those who have a legal military obligation.
